Minutes of the October 11, 2000 meeting at the IHSAA office

MINUTES

Minutes of the Sept. 7, 2000 were presented for approval. A motion for approval was made by Janis Qualizza; seconded by Dennis Eller; motion passed 9-0.

 

2000-2001 WRESTLING TOURNAMENT SERIES

Assistant Commissioner Cox reported on the general format, sites and other preliminary plans for the 2000-2001 Wrestling Tournament Series. The recommendations included the following changes in host sites:

A motion to approve the recommendations for the wrestling tournament series was made by Joseph Trimboli; seconded by Michael Necessary; motion passed 9-0.

 

2000-2001 BOYS & GIRLS SWIMMING & DIVING TOURNAMENT SERIES

Assistant Commissioner Searcy reported on the general format, sites and other preliminary plans for the 2000-2001 Boys & Girls Swimming & Diving Tournament Series. These recommendations included the following changes in host sites:

** Indicates that the host of the first round games will be at one of the competing schools as determined by the draw with semi-finals and championship games being played at the designated host site.

The winners of the odd numbered sectionals will serve as host site of the regionals, with the following provision: if the distance between the two school exceeds 110 miles (as determined by the IHSAA), a neutral site will be designated by the IHSAA. The regionals will be contested on the Tuesday following the sectional unless the schools in both sectionals requested that the regional be played on Wednesday. Using that rationale, twenty-four regionals will be played on Wednesday and eight will be contested on Tuesday. The eight that would be played on Tuesday are:

The recommended host sites for the semi-states were: 4A – Warsaw & Southport; 3A – Peru & Jasper; 2A – Maconaquah & Seymour; 1A – Triton & Loogootee. The recommended host site for the state finals was Conseco Fieldhouse, Indianapolis. A motion to approve the proposals for the 2000-2001 girls’ basketball tournament series was made by Mike Blackburn; seconded by Michael Necessary; motion passed 9-0.

PRELIMINARY PLANS FOR BOYS BASKETBALL TOURNAMENT SERIES

Commissioner Ress presented preliminary plans for the 2000-2001 Boys Basketball Tournament Series.

 

APPOINTMENT TO ASOA

Chairman Dale Crafton appointed Lee Lonzo as the 2000-2001 liaison to the Association of Secretaries of Officials Association (ASOA).

 

BOARD RESIGNATION

Sue Keenan of Lakeland High School and a member of the IHSAA Board of Directors since 1998, submitted her resignation. Sue represented the minority seat for District II, Class 2. A motion to accept the resignation of Sue Keenan was made by Mike Blackburn; seconded by Joseph Trimboli; motion passed 9-0.

 

APPLICATION FOR IHSAA MEMBERSHIP

Commissioner Ress presented application for IHSAA membership submitted by Heritage Christian High School of Indianapolis and the Key Learning Community High School of Indianapolis. A motion was made to approve the acceptance of Heritage Christian School as a member of the IHSAA by Joseph Trimboli; seconded by Dan Cunningham; motion passed 9-0. A motion was made to approve the acceptance of the Key Learning Community High School as a member of the IHSAA by Joseph Trimboli; seconded by Dan Cunningham; motion passed 9-1 with Oren Sutherlin dissenting.

 

TRANSFERS

Commissioner Ress reported on transfers that have been ruled on for the 2000-2001 school year. This report included the following actions as of October 10th.

Full Eligibility: 1,336.

Limited Eligibility: 119.

Ineligible: 11.

Total: 1,468.

 

SPORTSMANSHIP

Assistant Commissioner Wynns reported the Association has received 462 unsportsmanlike conduct reports from officials working contests this fall. Mrs. Wynns indicated that schools who have been involved in numerous unsportsmanlike incidents would be contacted regarding the need to curtail actions resulting in unsportsmanlike behavior.

FINANCIAL REPORT

Commissioner Ress presented the monthly financial report of the Association.

 

MEMBERSHIP REPORT

Commissioner Ress reported that 394 schools (387 full members, seven junior members) have joined the Association for the 2000-2001 school year.

 

NATIONAL FEDERATION SECTION IV MEETING

Commissioner Ress reported to the Executive Committee on the Section IV meetings that he recently attended in Boone, Iowa.

 

MIDWEST STATES SEMINAR

Chairman Dale Crafton reported on his attendance, along with Commissioner Ress and Sports Information Director Russell, at the Midwest States Seminar at Schaumburg, Ill. Much of the time during this workshop was centered upon interviewing/investigative skills and the continuing development of state association websites.

 

MIDWEST OFFICIALS SUMMIT

Assistant Commissioner Wynns reported on the Midwest Officials Summit, which she attended at the office of the Illinois High School Association. Officials’ education and the use of technology were the central themes during this conference.

 

LITIGATION

Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

 

DISTRICT III DISTINGUISHED MEDIA SERVICE AWARD

Sports Information Director Jim Russell reported that Jerry Baker, sports director for WMYS Radio in Indianapolis, and the play-by-play voice of the IHSAA Network for more than 20 years, has been selected as the IHSAA Distinguished Media Service Award recipient for 2000-2001 in District III. A native of Sullivan, Baker is a graduate of Sullivan High School and Indiana State University. He has spent his professional career in Indianapolis as a sports reporter and radio/TV personality. Mr. Baker was honored Sept. 22. during pre-game ceremonies at the North Central-Ben Davis football game at the RCA Dome in Indianapolis.

 

PENALTIES ASSESSED

The following penalties were assessed for various violations of the IHSAA By-Laws:

Daleville High School

Commissioner Ress reported the following action as a result of a violation of Rule 15-2.5c.

  1. The Daleville High School boys’ basketball program is issued a warning.
  2. Coach Rob Curry is reprimanded for causing this violation to occur.
  3. The IHSAA accepts the steps Daleville High School has taken to prevent future, similar incidents from occurring.
  4. The administration of Daleville High School is commended for its reporting and handling of this matter.

Decatur Central High School

Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1a.

  1. The Decatur Central High School boys’ cross country program is issued a warning.
  2. The student athlete, who participated in a non-school sponsored road race, shall be suspended for two meets.
  3. The administration of Decatur Central High School is commended for its reporting and handling of this matter.

Evansville Reitz High School

Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1a.

  1. The Evansville Reitz High School boys cross country program is issued a warning.
  2. The student athlete, who participated in a non-school sponsored road race, shall be suspended for two meets.
  3. The administration of Evansville Reitz High School is commended for its reporting and handling of this matter.

Fort Wayne Wayne High School

Commissioner Ress reported the following action as a result of a violation of Rule 9-16.

  1. The Fort Wayne Wayne High School boys soccer program is placed on probation through Sept. 16, 2001.
  2. The IHSAA severely reprimands coach Nick Potter for removing the team from the field with approximately 18 minutes remaining in the contest.
  3. The administration of Fort Wayne Wayne High School should meet with the coaching staff in an effort to preclude similar incidents from occurring.

Fremont High School

Commissioner Ress reported the following action as a result of a violation of Rule 111-4.

  1. The Fremont High School volleyball program is issued a warning.
  2. The student athlete, who participated in four volleyball games during one session, shall be credited with two season matches.
  3. Fremont shall forfeit the Oct. 3 match to Howe Military.
  4. The administration of Fremont High School is commended for its reporting and handling of this matter.

Goshen High School

Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1a.

  1. The Goshen High School boys soccer program is issued a warning.
  2. The student athlete who participated on a non-school sponsored club soccer team, shall be suspended for the remainder of this season.
  3. The administration of Goshen High School is commended for its reporting and handling of this matter.

Lawrence North High School

Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1a.

  1. The Lawrence North High School boys cross country program is issued a warning.
  2. The student athlete, who participated in a non-school sponsored road race, shall be suspended for two meets.
  3. The administration of Lawrence North High School is commended for its reporting and handling of this matter.

Lebanon High School

Commissioner Ress reported the following action as a result of a violation of Rule 9-13.

  1. The Lebanon High School football program is issued a warning.
  2. Football Coach Lance Scheib is reprimanded for causing this violation to occur.
  3. The actions taken by Lebanon High School administration in response to this violation are accepted by the IHSAA.
  4. The administration of Lebanon High School is commended for its handling of the matter.

McCutcheon High School

Commissioner Ress reported the following action as a result of a violation of Rule 9-17.

  1. The McCutcheon High School boys tennis program is placed on probation through Sept. 25, 2001.
  2. The IHSAA severely reprimands coach George Adeyemi for causing this violation to occur.
  3. The IHSAA accepts the suspension of coach Adeyemi as outlined in the report submitted by McCutcheon High School.
  4. The administration is commended for its prompt reporting and handling of this matter.

A motion to adjourn the October meeting of the Executive Committee was made by Dennis Eller; seconded by Dan Cunningham; motion passed 9-0. The next meeting of the Executive Committee will be 8 a.m., Nov. 3, 2000.
